Dalia Morcos Fraser provides strategic vision, executive leadership and financial acumen to Genome Canada to strengthen its corporate foundation, advance its ability to do challenge-driven science, and deepen its commitment to equity, diversity and inclusion (EDI). She brings considerable knowledge of the health research ecosystem to her role in addition to years of executive experience and is a long-time advocate and champion of EDI in the workplace.

Most recently, Dalia was the Chief Financial Officer at the Canadian Institutes of Health Research (CIHR), where she oversaw a $1.2 billion budget and all aspects of the organization’s financial management. This included advising the President on key aspects of operations, controls and financial stewardship and overseeing financial planning, reporting, operations and systems along with grants and awards, procurement and facilities management.

She was also instrumental in developing a rigorous financial management framework for CIHR, maturing its resource management strategies, and managing important external relationships. Dalia was a key liaison with central agencies and stakeholders and played a vital role in ensuring alignment and support for CIHR’s operations. As Champion and Chair of CIHR’s EDI committee, she promoted engagement across the organization to create a more diverse and inclusive workforce.

Dalia is a CPA and CMA, and holds an Honours Bachelor of Commerce in International Business and Strategic Human Resource Management from the Sprott School of Business at Carleton University.
